The only versions of Rising Malevolence I've been able to find have been dubbed into what I think is Dutch. >_> I'll assume you're correct and they do refer to Koon's ships as a fleet. My guess would be that that's the difference between formal unit designations and what people call things, much the same way 'army' is a both a broad term for a large group of soldiers and a specific type of unit in the GAR. I dunno, though. TCW has botched so much stuff with regards to the GAR's order of battle that it's hard to know what to believe anymore. Captain Rex continues to function as a Senior Commander, Obi-Wan continues to apparently lead slightly less than a tenth of a percent of the number of soldiers that his rank entitles him to, while retaining the services of a Clone Marshal Commander who ought to be paired with a Jedi General and an entire Corps, Ahsoka seems to be a Jedi Commander but has neither a regiment nor a clone commander as far as I can tell, Domino Squad has only five members, and onwards to infinity. There's a really simple system that's been in place in canon for a long time, but I guess the people making TCW either don't know about it or don't care. They seem to be in favor of more or less total randomness with regards to the Republic's armed forces.
