Completely penetrates who/what? A blaster bolt leaves severe burns and stuff, not penetrating injury the way a bullet does. Look at Luke's wrist after he got shot on Jabba's sail barge—that's his mechanical hand, but it's the same idea. He has nasty black charring on his wrist, not a hole. The same thing goes for the Sarlacc tentacle Han shot. Extremely early lightsabers are called that in some of the OR sources, but they work completely differently, even with the debates on what lightsaber beams actually are. Lightsabers cauterize wounds as they pass, but blasters don't really leave wounds like that at all. About the issue of disallowing weapons - You really shouldn't carry weapons around. I mean alright we have a lot of weapons around but they are all in hands of trained soldiers who passed lessons, tests and stuff before they were given a rifle. With all those guns around people don't walk here into schools and shoot people because they are in hands of right people. BTW the fact they carry a rifle doesn't mean they can use it like Americans if someone passes their doorstep. Those rifles are there purely as a readiness mechanism because in our region the rear can become quite easily a front.
While I don't think that taking guns away will prevent cases of murder in schools (If that guy really wants to murder he will go to the kitchen and take a knife) but the death toll will be much smaller. Automatic firearms can be very effective at killing large groups of people. If the murderer can only use a knife he won't be able to kill as much as if he had a rifle or even a pistol. Finally why the hell do they need those guns ? To shoot trespassers ? Like that couple who got to the wrong house because of the GPS and the house owner just left the house without warning and murdered them both ? Without them ever posing a threat to him ? There is really zero reason to hold a gun at home, for all your protection needs there is police, give those weapons to them so that they will actually save lives.

The U.S. has always had problems with idiots who "creatively misinterpret" laws like that. such as "The right to bear arms", forgetting the "...in a duly constituted militia."

Because Hoth had a planetary shield. The Imperial fleet could probably have smashed through it eventually, but it would have taken a lot of time and effort and the Rebels would have had time to evacuate the base completely.

I dunno. They used AT-AT barges to transport them from the ImpStars to the ground, but I couldn't tell you how they got past the shield. Maybe it only covered the area around Echo Base and they landed outside it, or maybe it didn't stop slow-moving ships (although that wouldn't make much sense, because they lowered the shields to let the transports out, although I guess they were firing the ion cannon too). In the actual script it's just an energy shield, meaning it only covered the general region around Echo base. I imagine that the Planetary thing was retconned later or the Rebels actually only used it over a small area to consolidate power. Either way the AT-ATs just marched right on in.
