Nobody knows yet. If a single gate gets takes you to multiple systems, you could end up traversing across the galaxy faster than you could traverse a single solar system. Sort of like the difference between an interstate and residential streets. EVE has 1:1 gates scattered throughout a solar system, but we have no obligation to do the same.

Gates should be much faster than ship-based FTL. What you can do in 10 mins with a jump drive you should be able to do in a minute with a gate.
