Nivanshae industrial worlds have been developed thoroughly over the past few years. With automation prioritized in the factory designs to reduce operation cost. A number of factories produce high value items such as expensive delicate circuit boards and complex starship systems.
Military research has focused on making what ships they have count.
FTL drives have been improved in range, speed, heat production, and notably a reduction in the "jump flare" associated with ships entering an exiting FTL.
Shields have been improve to a point of capable use, Small kinetic rounds are melted and slowed by the plasma and harmlessly slosh off of carefully designed armor.
Improvement into heat sink technology has improved. The use of high heat capacity liquids pushed through multiple heat-sink veins outside the ship allow high heat equipment to operate longer with less cooling periods. Hypothesis into storing heat with these liquids have been made.

[Meta]NR Scientists have begun experimenting into Liquid Metal railguns, which would be higher temperature than NR plasma shielding and thus capable of completely ignoring it. In light of this possibility, plasma shielding is being augmented with photonic shielding to provide a secondary barrier.
The NR Hierarchy is preparing another offensive mission into Valius (Butik) space. This mission will be headed by a newly completed Battlecruiser, with an oversized Fusion Coil Splicer. Ship output has increased to about 15/month. Acceleration of the speed is not expected to be very noticeable, never exceeding just over 20. Without further infrastructure development, of course.
Survey groups have discovered several more potentially habitable planets, each of which is projected to have some Hexalani presence within the year.

The settlement of Nair al Nahr has begun; with only 12,000 colonists moving in, the vast majority of the system is being used as mining and research outposts.
Due to the costs of maintaining the current fleet, a smaller battlecarrier class is planned; the three traditional carriers will likely be retired in favour of these new ships, dubbed the 'Valkyrie' design.
[Meta]Jump drive prototypes have proven difficult to use; current power systems cannot provide enough energy for anything except intrasystem jumps. R&D continues.
Clan Surel has approached the Hexalani with a proposal; if the Hexalani can construct vessels to their specifications, the Surel will provide schematics and research teams for the Hexalani use of InterSpace Drives, and may be able to provide new armours and shielding technologies. [/meta]

Given the euality of overall tech levels, you can build them. And the Surel wouldn't give you anything without a written agreement - they're heavily militarized, and rather paranoid.

Hexalan can crank out 15 capitals/20 subcapitals a month at full tilt. And the ships they produce were, at least formerly, acceptable by NeoRome, so, take that as you will.

[Meta]NR development has noticed the Novan's research into Jump Drives and has offered schematics on last-generation NR jump drives (not the most up to date). While the architecture allows for standard fusion reactors to power the drive, Fusion Splicer Reactors ((Not shared)) allows these drives to jump very large distances compared to a regular reactor, as the FSR can be pulsed to output a lot of energy in a short amount of time, an ability not capable in standard reactors.[/meta]

Assuming:
the average ship crew is around 100 people
that I have the low-ball estimate of 10 billion citizens
that of those 10 billion, there is the absurdly high estimate of 1 million not in the military (constituted by immigrants and divergent deviants)
that Hexalan Corporation and Hexalan can pay for the ships
and that despite current trends, only 30% of my personnel are in the navy
I can indeed maintain that kind of output. At my current 200 ships, I am currently using only 2k of my 2.97 billion naval personnel. Which means I could staff a further 29.7 million ships.
Plus, Hexalani ships are pretty cheap to manage, only requiring a few thousand credits or so annually. And even then, money is a faint object for the highly successful company Hexalan Corp. is.
Just what kind of numbers did you think we were dealing with here?
