There are no planetary command centers. That's a function served by superships.
The only manufacturing planets are in the MR, and we aren't going to use those anyways.

Considering my planet buster can fire at roughly one shot every 30 minutes if supplied with enough Chaos Emeralds, you might have to actually worry about the integrity of the ringworld by now.

It's like you think the fleets surrounding the Ringworld aren't transmitting the telemetry from the firing to the Barrage Cannons. Intergalactic FTL fluctuations have reached dangerous levels. All FTL travel between galaxies is currently unfeasible to all but the most advanced FTL systems, and even then, damage is to be expected. All intergalactic gate systems have initiated automatic shutdown sequences to avoid power overload, and communication is becoming difficult. Experts theorize that, without a revolutionary new FTL transport mechanism between galaxies, FTL travel is strictly limited to intragalactic travel.
One NR research ship has suggested an explanation for the fluctuations. Based on experiments conducted in dark space, they have concluded that the speed of light is slowing down. The cause is unknown, but this slowing down has dramatically increased the energy density of FTL drives operating in these slowed-down regions, or gates operating between these regions.
The research ship has tested all known FTL systems in dark space. Since the speed of transport relative to light is increasing dramatically, most standard ((AKA moving very fast, not jumping to point B from A)) cores rapidly become unstable and tear apart ships from dramatic FTL stresses. Point-to-point drives are affected in a similar way, but generally suffer immense power overloads and failures when attempting to traverse these areas. The ship believes a massive point-to-point jump gate should be capable of overriding the power overloads through sheer brute force, but calculations suggest that the required gate will be beyond the capabilities of all empires to build.

Testing with the MW-A JumpGate has proven that it's maximum charge capacity can achieve a safe jump; it likely will not last, however. Thus, all Novan ships are being rushed back to Delta Pavonis, with apologies to the Strigiforme for leaving them hanging.
OOC: Novan jump drives are unusual in that they operate at far higher power levels than most other similar drives; this, "overloading" a jump drive requires ~2.5x the power generqtion capacity of the ship it's mounted on.

Strigiforme forces have begun to move their lines back slightly to allow for more reinforced areas. The Barrage Cannons, being constantly towed around after firing due to the destruction of them in prior wars, were missed by the Hexaguthian attacks.
Final contact was made with Strigiforme Triangulum and Andromeda holdings, with instructions being given to maintain production levels and await reconnection. This message was accompanied by a final shipment of several dozen fleets from Triangulum.

The sudden loss of contact with Draco forced NIMDA to reevaluate her plans, With much of the plan rendered void by this advancement NIMDA has proceeded to take over all automated systems in the Tajer Draco colonies and assume governmental control under the guise of a government project.
Titan work is being accelerated with much more efficient management by NIMDA along with development of military production facilities.
