Tell, here's an idea:

Get a list of VHF thru microwave frequency bands directly reserved for government usage, then model them with a tinfoil hat in NEC. That should give you a general idea of how a tinfoil hat reacts to EM radiation in those bands. I'm guessing that it will probably act as a passive resonator at mid-UHF (basically an antenna not attached to a radio), and just absorb them entirely above about 1.5GHz - that is to say, they'll actually improve the effect of these so-called 'psychoactive beams'.

They are stylish, though.

Everybody knows aluminum hats are a false method created by the government to identify people who are trying to protect themselves and wipe them out.

Lead motorcycle helmets work way better, my entire house is also a faraday cage to prevent government spying.
