BIC: The MR has resumed construction of their titan and encourages all willing UGC members to help in its construction.
Specifically requested equipment: Hexalani materials for the outer armour, Zuguthian computing systems, Darkstar power generation and layered shields.
This is needed, as the MR is planning a dual power system for the titan, equipping it with both a conventional and a psionic power grid, each capable of maintaining the vital functions and maneuverability on their own, to avoid superweapons like the Stauros or a psionic equivalent thereof becoming a major threat.

Hexalan can provide the MR the ceramium and tungsten, but we can't guarantee it'll be at all useful. You see, the Gen 1 and 2 ships are basically injection-molded ceramium with ablative plates bolted on. Everything from the main hull, to the inner armor, to the deck flooring is one piece. Using it as external covering, the benefits can be lowered so much (depending on application method) that it'd be better to put on whatever standard type you've got.

Strigiforme patrols have returned to normal, with a picket force observing the now-inert object. The factories and shipyards have begun to replace the ships lost.

Leader sat beneath the Tree, understanding now. Why the Strigiforme had no psionics, why they felt a bone-deep longing and reverence for Cuuyth, why this tree had lived so long, and why they feared and hated others but so seldom fought amongst themselves. How these were all related, the Secret had revealed to him; it had pulled back the curtain which blocked his understanding, and shown him the light.

Leader leaned back against the gnarled trunk, and closed his eyes. He entered a meditative state, thinking nothing, and reached out. He felt the Tree, not physically, but mentally; he felt the Tree and connected to it felt the psionic power of every Strigiforme, and their every thought, memory, and feeling. He saw the little strings tying them together, all connected to this Tree. He drew a fraction of a fraction of a percent of the power of the Tree, and tried to levitate a stone in front of him. The stone promptly shot into orbit. Leader remembered the Secret; it had helped him reach here, but this really had nothing to do with it. The Secret was a time and a place and a number, but none of those directly referenced the Leader's Tree. Now though, he had an idea about what it meant.

Alright, so just to explain; the Strig have no psionics because they are constantly diverting their own psionics to the Tree. Now, before you bring up how psionics is genetic, let me headcanon. Afaik, everything in the universe has some psionic aspect; every rock, tree, and spaceship. Sentients have more, even if they don't utilize it. Those species which do utilize it have specialized genes which magnify and harness the ability, enabling them to do things. Those without this gene have it, but cannot utilize it in any way. The Strig transmit this small amount of power to the Tree, which stores it, and has been storing it for ages. The Tree acts as a gigantic psionic battery, holding an unknown large amount of energy, which can only be accessed by one already connected to it, namely the Strigiforme.

It's only half there; the power is really well contained, partially in another dimension due to the fact that the tree and the Strigiforme were both from another dimension, making it a sort of trans-dimensional link. If you shoot the Tree, all the Strig will die, but the universe will also explode. You would never be able to, though.

Due to changing circumstances, traditional personnel are gradually being phased out and being returned to civilian life. Those of low ranks are being replaced by androids, mid rank will mainly be vatgrown servants with sparse birthed officers, and high ranking is nearly wholly traditional with some exemplar vatgrowns. This is expected to lower costs, increase numbers of active units, and reduce loss of life. The change affects both the military and law enforcement.

OOC: Psionic links are pretty hard to detect, they're like the quantum link of psionics.
And if the link actually draws all psionic power from the Strigiforme, they would indeed appear as "psionic black holes" on sensors.
With the power stored interdimensionally, this means that the MR has no means of detecting the tree or its power nor any clues of it, unless they actually got their scientists' hands on a living Strigiforme, which would reveal the psionic link, allowing them to trace it back to the tree. As they never actually captured a Strigiforme though, I won't find out about it.

BIC:
The MR offers a task to construct the entire superstructure of their titan to the Hexalani, with funding for this process being negotiable.
Further details on the Titan have been revealed, namely that its size is planned to be that of a Reaper by Hexalani classifications, bordering on a Harbinger.
The MR has also stated that the Titan will serve as a joint-UGC ship in times of war or upon majority vote for specific tasks, further encouraging other UGC members to supply parts and materials for it.

The MR is requesting Laruth to equip the Titan with a drone bay to allow for cheap large-scale strikecraft forces to be stationed aboard.

[Meta]The AUF, due to the abilities of the Torus, has completed their Titan construction by 70%((OOC: I said I was building one on page 114)). Nearly 55 km long and 15 km wide, this behemoth is expected to be the most powerful vessel ever created. It utilizes 15 individual Harbinger-Class Dimensional Shield Generators, with 30 Layered Plasma-Phase generators underneath it, rendering it effectively invulnerable to even the most powerful super-weapons when fully active. It is also utilizing captured NeoRoman technology from the D-ARK battle; while not as powerful as the originals, these reverse-engineered versions are extremely potent. The bow will wield 10 Super-Heavy Particle Plasma Cannons, capable of annihilating entire fleets in one blast. The most powerful weapon is the dorsal-mounted Annihilator PPC Cannon, capable of laying waste to an entire world.

While this titan is combat capable at the moment, many other systems such as engines and life support to keep it self-sufficient are lacking. Construction of the final segments are expected to take only a few months.[/Meta]

(Meta) Two destroyer hulls have been completed on Aquaria; six more are being laid down. The complete hulls are being armoured, armed, and crews are being trained.

The Aurelian homeworld has been brouht up to their requests standards; now resembling Novus itself, several sizable cities have been finished and a set of three planetary shield generators is complete. In addition, the Aurelia have requested they be allowed to take command of the CSN's Psi-Ops force; this has been granted, for obvious reasons. (/Meta)
