No, the effects take place when the answer is registered twice a day (when the qs you answered disappear and new ones are given).

Those who are "max on all" are usually those with 100% tax, yeah tax doesn't show on the charts and makes you look bad like other stats however when I saw the big bold words "73% tax rate" my jaw dropped, practiclaly if you link everything logically ppl are pennyless in this state rendering 75% of all your "achievements" useless, it kills me that instead of using some of your economical resources it raises taxes to do stuff, almost all old nations are hit by this disaster ...
