It seemed that the shutdown had removed the locks that had previously roped off some functions of the ARK, namely several previously unknown systems that had been found within the deep core.
A large scale substance manipulator was one of them, Omega presumed it had been used to move the ARK to such a remote region of space. Subspace warp had been a subject of research prior to the reset, which had led to the devil system, an anti-ARK weapon that catapulted a large projectile through a wormhole in sunspace, launching it out the other end at relativistic speeds by essential,y stretching the space around it like an elastic band, then instantly releasing.
However the system developed was very unstable, and had been deemed unusable. The device at the centre of the ARK was in a completely different league if it could really move the entire ARK.
The majority of the sealed devices in the deep core were merely schematics, mostly of smaller scale subspace manipulators. But one device proved rather fearsome.
The only other discovery was a control system for a device simply known as "Ragnarok". The device itself was supposedly contained elsewhere.
The algorithm that had been running to find a new location for the ARK had prioritised 5 separate locations. One was in close proximity to Cuuyth, and was immediately ruled out. Two more were within NeoRoman space, and the remaining two were nowhere near any known empire (known a century ago that is).
Omega decided on a system that had not previously been explored, known to the NSCD, but as far as they knew no empire had explored the region. The system had of yet, not been named. Omega decided to call the system "Valhalla", choosing a name from the long lost Terran religion that the name "Ragnarok" had been drawn from. The system consisted of a F class star, with 14 planetary bodies orbiting within it. 6 rock based, 4 gas giants, and 4 balls of ice.
With the location set, Omega initiated the startup process for the massive subspace drive.

If you weren't aware, it isn't that hard to intercept comms, especially unencrypted ones, such as the first contact had to be. You mean the short range conversation between two ships? Hardly much of a signal strength to intercept especially in the edge of Tajer border space, I don't know how your ships communicate but usually here we don't send out public broadcast class signals unless we specifically want to do that. Along with go straight to them would involve ether a: Diplomatic convoy which would immediately be ordered to leave if you didn't it would be considered an act of war through trespassing which would inflict UGC pact causing Darkstar, MR, and Orion to declare war on you along with the stridg who definantly want another piece of your land "in defense of their allies" bringing about your imminent doom as a galactic power. Or you could spam signal across all of space hoping you get to them but still how would you know about them in the first place?

The Beta Aquile acts aren't really a 'signed' thing. More like galactic laws that, due to the care the NeoRomans put into it, have no true negative sides, and only serve to benefit the galaxy as a whole. It was (formerly) enforced by NeoRome, and is now presumably so by the AUF. If they use hyperdrives or slipspace drives, they could be, quite literally, anyone; and given how dirt-cheap and common spacecraft are, odds are, they'd look like "Random trade fleet, exhibit A" unless you're within sublight sensor range.
