Their intention was to keep the universe free of sentient life until their creators came back for the universe. BUT due to unforeseen stuff, many of them stopped working. What was unforseen was the AI's evolving past their original purpose

ALSO NOTE: ARK stations are generally limited to operating within their galaxy as a network. This is hardcoded into the AI's. The Universe-spanning network also collapsed with the failure of the primary control system; known by the NeoRoman's as D-ARK (Dark ARK Station). This was in Dark Space (As expected) was ABSOLUTELY MASSIVE (About the size of a red giant) and failed to coordinate the ARK galaxies.

All of this is OOC of course.

TL:DR; they built it to dominate the universe when they came back from their multiverse-vacation or something. AI's evolved past original purpose.

The ARK scout jumped in just behind the other scout, still cloaked and still undetected. After a brief survey, it confirmed the system as the origin point of the incursion; there was an extreme amount of activity in the system, centered around a point in space.
