Today in a shocking move the government reactivated all of its military R&D facilities, some of which have been in cold-storage since the last great war and many of which have operated multiple classified operations in their time. Along with that a large number of declassified deactivated military files around genetics and the production of 'super-soldiers' have been marked as reactivated including the controversial Project Elite which was to operate through violent culling of specially bred soldiers, This coupled with the recent start of a "large military training facility" by the government in the Draco system has led many to believe of its definite reactivation.

I don't know whatever magical cloning box your using but I'm using the good old fashioned method of sterile embryos, DNA injection, and Plot acceleration drugs.

Error. thee word you're looking for is copying, not cloning. Cloning results in several genetically same entities that can have different personalities and behaviours depending where and how they're raised, as well as several other factors. Copying results in a literal exact copy.

Bullshit, cloning of fully functional animals was a possibility even in the 1990s, or whenever that sheep Dolly was cloned.

I think that while cloning vats are likely limited to the commonwealth, it would be ridiculous if no one else had access to "embryo-insert"-cloning.
Vat cloning would of course be much faster and more efficient while also being able to produce fully grown sentients while embryo-insert cloning would be, well, basically a set genome, but still a normal life cycle.
