the MR government has purchased several of these Zuguthian slaves.
As slavery is however illegal in the MR, they did not arrive as slaves and were set free.
As expected from the "workaholic" species, they have however agreed to medical and psionic tests and scannings.
These tests are to serve the purposes of both allowing to medically treat them properly should sick or injured members of the species and up in MR space and to allow for psionic scanners to identify their signatures, meaning that slavors can be easily identified (and arrested if they enter MR space), aiming to make slave trade less lucrative and create a major downside to purchasing them.
After the experiments, the former slaves have been assigned to a special rehabilitation program to make it easier for them to deal with their newfound freedom. If the program is successful, it is expected to be presented as evidence that the species is indeed capable of life outside of slavery by ethic committees across the galaxy.

Just FYI, those "slaves" would feel similar when "set free" to what a regular human would feel when placed in slavery, only they don't have someone watching their back 24/7 to make sure they don't commit suicide.
They are slaves in the same way that a car is a slave, or a computer, or an AI. Let them work, and they will be ecstatic. Set them "free" and they will be depressed and possibly suicidal.
Your program will, technically, be similar to brain washing to make actual slaves cope with being slaves. But do as you like.

The Novan Commonwealth has been provided two slaves, one male and one female, along with access to any unclassified documentation, for the low, low cost of free.

First psychological evaluations of the slaves have concluded that the "rehab" project will likely take a very long time and that it is possible that they may require psychological support for the rest of their lives.
The psychologist responsible for the testing has said that "if it were legal, I would have recommended for them to be enslaved again for the sake of their mental health".
In response to these findings, the parliament was extremely quick to pass a law that guarantees psychological care to all Zuguthian ex-slaves in MR territory who were set free, in order to make freeing them an ethically responsible action, and also decided that any ship passing through MR space with one or more members of the Zuguthian Slave Race onboard, which will be detected using psionic scanners, is required to prove that they are free and have access to proper psychological care aboard the ship.
If any of these conditions are not met, the ship is required to drop the slave off at the nearest habitated MR-planet and the person/people aboard the ship responsible for it will face a fine in case of insufficient psychological support or a trial in case of slavery.

The Zuguthian government has contacted the MQR concerning the situation with the slave race:
"These aren't really slaves, the term "slave race" is just a description of such a race, even though a theoretic one, since such a race couldn't survive naturally. They are workers rather than slaves, or servants perhaps.
You could just employ them in some suiting line of work, you know, like cashier, storage worker, butler or servant or whatever you'd like to call it."

The former slaves have shown extreme reduction in stress after learning that in freedom, they'd still have to work to earn their living and the parliament is again debating to drop the requirement for psychological care and instead replace it with a seminar on how labour works outside of slavery and what to keep in mind when working with less enthusiastic beings.

Holding them as slaves is however still illegal. What is legal though, is buying the slaves, setting them free and offering them a job, which is a practice very quickly adopted by busienesses in the MR.

The Commonwealth, after reviewing the MR study and their own psych evaluations, have stated that the creation of such a race was against their laws; the Zuguthian Empire is no longer considered a friendly nation, and any vessel entering Commonwealth space with these slaves aboard will be treated like any other slaver.

OOC, entering NC space with slaves will get your ship crippled, boarded, the slaves freed, and the entire crew spaced, no trial, no waiting.
