And there is nothing in the OP that would indicate Fenway takes charge of NPC races, nor is it any of the longstanding rules. This is a warlike empire against a small isolated solar system anyway; there's really only one way this can pan out.

The Andromedan Hexalan colony, while only receiving communications from its Milky Way counterpart after its founding, has flourished with the recent shipment. The software refits are nearly done as all that is required is a quick download of it at the factory and leave, freeing up room for more ships, and complete installation at whatever previous posting they had. Will be completed in a day or so.

Meta: The A5 team has successfully retrieved one of the head developers of Jade, and they are currently unconscious for the not-so-short trip back home via a generic civilian drive.
The other A5 team has worked well in disorienting and disorganizing the gangs prior to arrival of Zuguthian forces, and have since been coordinating with their strikes.

The Council then took a vote, with the Emergency Motion passing by a 428/192 vote with 15 abstaining.
