Did some math. I think fourteen pennies on PSR J1748-2446ad would weigh more than the US Navy. Finding the total displacement of the entire Navy is hard, though, so I could be wrong. I had to count the number of ships in each class individually and then multiply them by the displacement of that class, and my final number of ships is larger than the number the Navy says it has. If I'm wrong, you'd need fewer than 14 pennies.

I meant US pennies, but it would be 10 British decimal pennies, or four of the old pre-decimal ones if you need that for some reason.

For your counted number of ships vs what the navy says it has, try removing submarines from your count and see if it matches then.
They tend to count subs seperately.

In this case they aren't; I know that was factored into their total. The problem was that nearly half of their ships were listed in a single category labeled 'Surface Warships', which is apparently distinct from carriers, cruisers, destroyers, littoral assault ships, frigates, auxiliary vessels, amphibious vessels, and mine warfare vessels. Submarines, ballistic missile subs, and cruise missile subs are all listed there, too. The total they gave is 285 ships, but adding up all the ships listed as being active in each class gets 355.

EDIT: Adding up the numbers they give, in the Navy's own chart that has 285 in the box labeled 'total', gives me 397. I have no idea how many ships are in the US Navy. Adding the numbers of ships of each category in Wikipedia's infobox for the USN gives me a total of 212, which is yet another number.
I will now do further research myself.

Found (at least some of) your problems
a) the 'surfact vessel' category is actually several other categories added up and should not be counted seperately, which makes their own calculations correct.
b) It is possible you may have counted some vessels as ships which the Navy classifies as boats that therefore do not show up on their own numbers of ships.
c) while this propably only has a relatively small effect, keep in mind the most recent numbers on the charts are from 2011, so slight deviation is still possible even if you remove all boats.
d) if you have counted some vessels from the military sealift command, they propably don't show up in the chart either

I suspect a large part of the issue is in the Landing Craft, Air Cushions. There are 91 of those, the most of any group, and it's not clear where they fit on the Navy's chart.

Urrr. I'm becoming more confused as I go. So, Surface Warships is the sum of all of the above categories that are surface warships. I guess that works, because that's equal to Carriers, Cruisers, Destroyers, Frigates, and Littoral Combat Ships added together. SSBN and SSGN are different kinds of submarines, so if these categories really do overlap presumably they're part of the 53. But I don't know how you get 285 from those numbers. Simply subtracting 122 from 397 doesn't do it.

I think ultimately the answer is that the Navy has a lot to learn about properly labeling their charts, but if you put them all on PSR J1748-2446ad they'd all squish into extremely thin sheets of metal and you wouldn't be able to tell how many you'd had before anyway.

SSBNs and SSGNs are somehow not counted in submarines.
Don't ask me, it's propably some kind of advanced military thing where SSBNs and SSGNs are not listed in any inventory together with submarines because they have vastly different roles.
Fact is that the 53 only incluse attack submarines.
