Additional issues;

1.) Lack of heavy-metals on the moon. The moon is 60% oxygen, and iron only composes 2-5% of the crust. In comparison, Earth is 32% iron. You'd be hard pressed to make anything on the moon, except asteroids maybe.


Additional solutions:

1.) ICBM's maneuver themselves in space using RCS systems and gyroscopes. Surely you couldn't do that as well?

2.) Stationary artillery cannons on the retrograde moon area. Since the moon is tidally locked, these shells can fire straight up all day long and earth will definitely be hit.

3.) Mass drivers. No atmosphere, so you can simply launch nukes and kinetic projectiles without engines using one. They maneuver en-route to Earth with RCS and gyros.

Fenway gets my vote for minister of defense.

Note that solutions 2 and 3 have kinda been described by me as the 'Lunar tank cannon' with the name coming form the fact that modern tank cannons have a muzzel velocity surprisingly close to the moon's average orbital velocity. If you find a way of accurately doseing the charge (which is not really hard and propably already exists for artillery systems), you can just as well use conventional weapons. However, Mass Drivers may be more applicable if you've already got a helium-3-powered moon base, as the required electricity would propably be easier to get than the gunpowder.

Solution 1 has also been implied in the context of 'guided impactors'.
Good catch by Fenway on the metal issue. you'd either need to import the metals from earth (just don't, it's too expensive) or you just go asteroid mining. For a matter of fact, asteroids tend to have lots of rare earths which you could refine in space without having to worry about the waste and then sell the excess (no, you positively can't use all those rare earths on the moon base, you simply end up mining too many of them in ratio to other stuff. Maybe you'd want some iridium alloys for radiation shielding, but that's about it.) for profit in order to grow your influence on earth by bribery while purchasing advanced tech on the black market.
