Since the moon is rich in helium three I have devised an evil plan to abuse this.
1. Become billionaire and/or mug bill gates as a terrorist
2. Construct moon enterprise base and refine moon rocks
3. Sell to counties of earth
4. Counstruct nuclear weapons on the moon dodging national treaties
5. Threaten to nuke North Korea if a billion zillion packets of astronaught icecream aren't delivered to me
6. ???
7. Profit!

Now would anyone like to join me in the peoples empire of Luna?

Sounds like The Moon Is a Harsh Mistress. Also, might have some problems with #1.

Flaws in plan here.

1st: The outer space treaty bans only WMDs, while this applies to the nukes, i just wanted to note that stuff like kinetic bombardement installations are completely legal.
2nd: The outer space treaty bans you from 'putting WMDs in orbit'. Therefore, nuclear missile silos on the moon woud be legal by that.

HOWEVER there is another treaty that says that the moon CAN NOT be claimed as property and/or national territory.

@Ivan true, but the Luna empire didn't sign that. Plus, it's hard to enforce when the other guys are on the Moon with Really Big Guns and you're not, so diplomatic howling is about the extent of it.
