Size doesn't have much to do with it, nessecity does.

- The French decide to stop sellnig Israel Mirage fighters following the six days war.
- New nessecity - to produce combat capable jets that can best the Egyptian and Syrian MIGs.
- Result product - the Kfir jet fighter and aeronautical industry to support the production of the fighter.
- Oh and France looses it's aeronautical industry because nobody needs their Mirages anymore.

From that point on Israel can produce jet fighters, and it was quite a poor country back at 1967 so as you see size doesn't play a role here.
On the other hand some bigger countries like France we were just talking about have almost no military R&D whatsoever, they simply have no need for it, no tasks or objectives to meet.

Austria's military necessities:
-Have fighters that don't fall apart when taking off. Solution: Since the Eurofighters are broken, we'll use Saab-105s
-Be able to evacuate Austrians from anywhere in the world. Solution: We have one or two C-130 Hercules.
-Look like you have a national defense set up. Solution: Have 20k people drafted into the military at all times, give them AUGs and some specialized weapons and teach some how to drive the 40 Leopard 2 MBTs.
-Response to desasters. Solution: Call in the aforementioned 20k people and have a CBRN-defense company.

The funding of the government for military tech is zero. We just use what we get and hope that Steyr keeps upgrading its Stg-series so we have actual firearms. (for reference, the AUG is called Stg-77 in Austria)

I make one post and then forget about it/lose my train of thought. I actually run a couple of RPG campaigns in real life(if me and my 10 year old(sometimes the 13 year old as well) brother make a campaign), so I don't know why, really.
