Iv, explain how I am monopolizing all RP's. I initially did have a monopoly, being the harbinger of the first RP. But look at the current RP layout. Every RP that has existed to date has failed. Even mine. This thread isn't even mine.

The NeoRoman Hierarchy is a sprawling empire, primarily human dominated, generally known for it's keen interest in science (pretty much scientific leader) and it's democratic/meritocratic based society.
It is the head of the GSA, a galaxy-wide organization designed to further technology and knowledge and make it freely available to all. Completely peaceful.

CNBC Broadcast: For millennium, our people have wallowed in ancient ballistic weaponry, but that may soon change. Earlier today, Radon Defenses CEO, Babkin Ilych, has submitted a formal request to the NeoRoman Dominion asking for access to their research on the front of power generation, which would potentially tackle our biggest issue in our own programs. While we do have limited laser and plasma weapons, they all consume far too much energy to be practically utilized personally or on starships. Hopefully, this will also open up to us a broader range of capabilities for other fields, such as agriculture and manufacturing.
Regarding the Faction infos, "The Hexalan Expanses, otherwise known as Hexalan, is a technologically poor nation that makes the best of its centuries of experience using the primitive options available. Lack of major overhauls have allowed further development in areas which were previously cut off by swift civil wars. Their military focuses on large numbers, in order to better combat potentially more advanced opponents, because of this it can be argued Hexalan possesses one of the largest standing armies. Citizens are highly nationalist, and willingly participate in the compulsory armed service. Civil freedoms are slightly below average, but are not unheard of."

NeoRome is willing to bring advanced power to the Hexalan Expanse. However, it cannot sanction the use of this power generation for military use. Should Hexalan still wish to have these facilities, NeoRome will install several older Fusion Generators on their worlds in order to provide for civilian power, but it will not give power generation to Hexalan if it is only to be used for war.
The use of these facilities will be monitored so the technology does not proliferate into the military sector. However, it can be used for defense purposes.

Hearing of Hexalan's recent troubles, the Novan government has offered to sell them five thousand Mark II Laser Pulse Rifles. While not as energy-efficient as NeoRoman power systems, the LPRs are still quite capable.
The Novan government is also considering the sale of small, ship-based weaponry or orbital platforms to the Hexalan Expanses.

Upon their arrival, the transfer will occur. Fair?
