A rather radical change, the launch and circularization burns have been done, you get a turn in between the final two burns.

Can the defender do nothing with the attacked thing, or do I have to do something with it, or can I attack the thing attacking me?

You can intercept the craft (assuming you can do so in 2 burns) or set up some kind of defense at the target (evacuation by retreat is an option).

The Kerbin Council has decalred Exion a hostile nation. Trade sanctions are in effect, a full naval blockade is underway, and the nation has been ordered under the Conventions of Kerbol to retreat from TSS territory and cede the Mun to international authority.

The TSS has the support of the Council in any military or diplomatic nation it takes against Exion.

When I ne t get the save, this wil be followed up, Vinyl.

OOC: I do believe Extraplanetary Launchpads would be a good addition to our short list of mods.
BIC: Our Kerbin territory is irrelevant, and the Mun is a mere stepping stone. Any military action against former Stratocracy territory or the Mun will result in the immediate termination of all foreign Kerbals on the Mun as well as all hostages in the former TSS Capital. All ships leaving Kerbin will be engaged by our Nightgale fighters.

TSS Is now declaring full on war against the *whatever the hell vinyl's nation was*. Full on war has the following implications:

KSC will be claimed as a temporary TSS capitol, Further nations will be allowed to use KSC for missions.
The TSS will disregard side affects of actions against the nation(s) war has been declared.
The TSS will preform bombing runs on any cities claimed by nations that have been claimed by the enemy.
The TSS will be ready to kick some shiny green asses.
