Technology- 6 (Some Taln ships are decades old as the tech remains combat effective. However, Tien scientists are always finding ways to innovate.)
Military- 7 (The Protectorate's military is still reeling from the Third Galactic War, but time has passed enough that a great part of its strength has been regained)

Social- (4) (Tien society is typically reclusive - foreigners would be in no hurry to adapt its nature)

Flagship (the SABER class ultra-dreadnaught. Though parts of it are largely incomplete and merely unarmored skeleton, the SABER is a massive 10 km long warship possessing an axial long range laser (that can render planets uninhabitable when charged sufficiently), numerous proton missile arrays, and thousands of Chimera cannon banks. It is the crown jewel of the Protectorate fleet, however it is largely vulnerable to strike craft threats due to the Taln's emphasis on quality over quantity. Hundreds of Lithe launch bays (of which only a few have been filled) and a prototype point defense system negate this flaw somewhat, but not entirely.)
Special Tech (The Chimera Direct Fire mechanism allows the extreme magnification of plasma beams to induce catalytic damage on a target. An unanticipated side effect of this is that the weapon's beam can rapidly overdraw an opposing vessel's shields - due in no small part to modern shielding techniques attempting to focus energy to points of contact rather than maintaining a consistent, weaker barrier all around, as in previous designs. This epicenter of sorts is easily overwhelmed by the unexpected sheer force of the beam, particularly when focus fired, and while the scattered ions attempt to realign themselves the defensive barrier is effectively useless. While the power draw is far too untenable for conventional vessels to wield a significant number of them, the conservative amount of turrets on Protectorate ships in the first place, coupled with their over-efficient reactors, make the mechanism is a perfect fit for the Taln Defense Force.
There's also the Cuneiform Defensive Barrier, which is sorta like a KOTOR shield for ships (cept you can't fire when they're in use), but I don't know if you can have more than one special tech.)
