Of course we don't have control of them- only partial control. What I mean when I say ARK-1 wasn't complete, as in CRH-4 was meant to be ARK-1 but exploded. Then, once ARK-1 was made, it wasn't integrated with the systems fully and therefore wasn't under their control.

And by partial control, we can access databases.

Perhaps they were part of a much larger network, or part of a super weapon, but something happened before ARK-1 could be activated, meaning tha when it was accidentally tripped, the AI was left without orders, and was therefore unable to connect it to its network, activate the deep core, or locate the others.

Perhaps that could be a part of the conspiracy?

Precisely! And the 'Larger Network' is a series of battlestations, ARK's, designed to protect the Network in the galaxy, and, alternate dimensions. ARK-1 was meant to protect the Hub, Lyat, which is why it's the largest and most powerful. The rest are the size of a small moon rather than a whole planet, as they only protected Pylons.

Rumour: the NSCD are only researching psychic capabilities such as the ones possessed by subject Zero in order to gain access to the deep core of ARK-1, and the secrets it contains.
