i think best option is to have pre made npcs that you get for a certain job
and while they are doing it they would slowly lvl up incresing their effectiveness

in a battle as i mentioned before we should look at the ancient warcraft mod
because he has a very clever way to make them fight
you can order the soldier with the highest rank to do something and all other soldiers of a lower lvl would follow him or listen to what he tells them to do
and diffrent lvls have diffrent orders
one of the first is defend this
one of the last is spread ,surround and attack from all sides

whle in a war all low lvl npc would be constantly on the lookout for commanders because only when they are in a range of eachoter they will get the orders

How about a military academy for officers, and a training camp for soldiers or a training simulator that could be put into a ship.

a camp would be possible for a faction to do
but a real military academy wouldnt be fun

i do like the training simulator

Because people would name it Corbulo military academy so the Covenant would attack it, and there aren't enough Master Chiefs to go around.

then you would need trainers/teachers
and who wants to stay in place and learn people that kind of things
plus learning them tactics is not the same as simple training
learning tactics needs hours of theory or a few battles fought in person
what would people choose
yes the smart way would be the first but thats not what people would do

You mean that's not what average people would want to do. I also think that instead of having academies for players, they should be for NPCs only and if a player wants to be in an academy, they can go make one or attend the for-looks NPC one, but the focus should be to train NPCs, not players. You'd make a building, tell your NPCs its an academy, hire some teacher NPCs, then while in class the NPCs slowly gain different kinds of stats based on the class they're attending. But academies shouldn't be necessary, you could be able to do things like train them with simple drills and live combat or just throw them in a simulator or leave them as-is and use hordes of what're essentially Unggoy. The player should be able to make these choices.

Academies should be the highest "tier" of NCP training. It would train the largest amount of NCPs to the highest (relative) level in the smallest amount of tier. The lower tiers would be things like training camps and such.

1: Join the Army! FOR THE EMPEROR!
2: Join the Army! Do 5 pushups, and this is how you load a gun!
3: Alright, let's spend maybe 3 in-game days training you! We can always reconstruct you if you die, right?
4: We have a holodeck, you can use that to train on the ship!
5: Let's attend a millitary academy, and become fit to pilot a ship of our own!

That's the NPC levels of teachifiying, in my opinion. The first would be like spawning a zombie on the enemies ship. The second would be like spawning a zombie with a gun that can hit things, as well as also only hit bad guys. The third guy would be a force to be feared in a high number. These guys can shoot and stuff. And mostly not miss. I said mostly, okay? The fourth would be a good method if you don't have much time, but still, not as good as the third. The 5th would allow you to have subordinate starships.

I'm not sure if the generation of new NPCs has been discussed, but I just had what I thought was a cool idea and I wanted to share it. What if, instead of just stumbling upon an NPC village, it was up to you to spawn new NPCs. And you do this by making a 3^3m enclosed space with a door, a bed, and a container; then the first two NPCs spawn when you place 2 bread and two sets of leather armor (unless cloth clothing is planned) in the container (food, clothing, shelter). Then the NPCs multiply along normal Villager lines. This way, you can found a city anywhere (even underground!) instead of where you just happen to find a village.

The NPCs we're talking about almost certainly are not Testificates. Those are hideous and should be shot on sight. Our NPCs will at least look like people.
