What change? You don't have to resubmit anything. The only thing that changed was the explanation, I think IV explained it best. Also currencies will be added as standards, determined by me or best suggestion.

Also I think that distance of factions should effect the game. Quadrants can determine that distance, people in same Quadrants are basically neighbours.

actually, If you are close to the border of quadrants, you might have someone from another quadrand closer to you than one from the same quadrant.

Well it make things a bit too complicated so lets consider people in the same quadrant as close. Also another proposal that now we have established our treats from 1-10 we can improve them through actions in the game. In order to give space to grow I suggest that treats can be improved after initial assignment beyond 10 up to 20 .

I assume Fenway will take into account empire's strength indexes when calculating conflicts?
Or do we specify the forces we bring into a battlezone and then he decides on the outcome based off of that?

We should be able to determine who wins a battle ourselves, but of course, we are probably incapable of doing so sensibly, so we can either have a really complicated and confusing points/stats system, or fen can use logic to decide an outcome.

The last option sounds the best. The problem with roleplaying like this is that everyone wants to win. Having an outside force deciding things sounds like the best solution, though I was curious about how he was going about it.

There should be several deciders, to prevent one decider from choosing to win everything, if we only have one, then they would have to not participate, so if we have several, then not only will the system work better, but descisions will be made more frequently.
These deciders should be mods, so they can edit in an outcome into a post, rather than having to make a separate post to explain the outcome, for example:
OUTCOME: everybody dies... The end
Then if another decider thinks this is a stupid idea:
OBJECTION: that is stupid, nobody dies
Of course whoever decides would have to be completely unbiased

Jedi would be a good decider, perhaps just Fenway and Jedi.
Two or three would be enough, we want people in different time zones though, but we could manage if they were in the same time zone.
Fenway would not be allowed to make descisions regarding his own faction though, that would have to be decided by Jedi or whoever.
