Internet Problems

Hello! I have, unfortunately, began running into serious internet problems. I'm not sure what is happening, but it's very difficult for me to connect to many sites, this one included.
I have tried many time to get on in the past day or so, and I finally did so when I posted this message. As such, I think it's safe to assume that I will not be very active in the coming weeks (months?).
And to the internet, I don't know why, but it's constantly dropping my connection. Every few minutes or seconds. It drops it, but the computer says I'm still connected. Chrome gives me a 118- ERR_CONNECTION_TIMED_OUT, Firefox says it's taking too long to respond, IE fails everything. Diagnostics fail to find anything.
Strangely, the steam friend's connection stays online, and I can chat with friends while the connection is 'down'. Nothing else works.
Fr0st, i'm looking at you. Any suggestions for what I could do? I tried everything.

I would be very unimpressed if he didn't think of that.

I would be very interested to know your Steam ID.

Are you wired or on a laptop?
If I had to guess, I'd pin it to a failing ethernet/wireless PCI card given your friend doesn't appear to have any issues. Try getting a USB wireless adapter and see if you can connect, that is of course assuming you have a router supporting such a medium of data transfer.

Try using other browser.
Like Eclipse
Or Opera.
Maybe is a proxy related problem

Actually, I missed the part where you can chat with your steam friends. What AV do you use?

The first thing to check is your connection to your provider. Most ISPs have their own speedtest that goes directly to one of their distribution stations. The bandwidth rating you get on that should be on the dot for whatever you are paying for, because that's the one they control. If it is, the problem is your ISP, and there is not a lot you can do about it but switch providers if you are lucky enough to live somewhere with a choice.
fc-mod.com has bandwidth issues with everyone, so that's not a great litmus test. Also, this is probably not your problem, but torrenting can disrupt youtube and other streaming services in some situations if it is not tuned properly. Try turning off any torrenting client you have running, and also run speedtests on speedtest.net throughout the day. Try to get a feel for if it is a sporadic thing or happens more during certain hours of the day.

I've had similar problems in the past- first things first, get on the phone to your ISP and start asking questions. If they check and failt o find anything on their end (and try to get them to check repeatedly), check your ethernet Comp-router link...or buy a new router, depending on how old (or fried) the current one is.
None of this fixes it.....find the God of the Internet, 'cause I really don't know.

If he can use certain online services while the connection is 'gone', than the problem can't be anything with the line itself, but rather issues lying between the computer and router. ISP likely can't fix anything without sending a repairman, it's not like they have a switch labeled 'disrupt fenway's internet' that they'll just flip.

I believe the problem doesn´t lie in your internet connection but rather something between your provider and the websites you are trying to access.
Therefore, fixing it will be impossible as you don´t have access to the part where the error has come for.
PS: Try running windows' connection test, but tell it that you can´t connect to a certain site, maybe that gives more information.
