1) It's an AMD board, the onboard graphics are bad at best, shitty at worst. Even the APU won't make up for that.

I only have a Nvidia 570. $130 is what I paid for it and it's worth the weight, and decent for MOST (not, say, Star Citizen) games. It can run SC, just not at highest graphics by a large margin.

My machine's run on a GTX 460 for several years. AFAIK it can run SC hangar on the lowest graphics (not testing that, though), and runs most modern games on mid/high graphics like a champ.

I have a GTX 770 (Kneel before my rather powerful graphix!), it runs pretty much anything at 60 fps at max settings. Except Metro, and Übermodded Skyrim or New Vegas. Judging by the flickering I'd say it does well over 60 fps in Star Citizen on max.
