Yeah, I misread at first glance and only got "Chile", and now Peru and Ecuador have been formally claimed my me.
You could still do Colombia/Venezuela, which is quite a lot of population in its own, and Fenway, doing Argentina anyway, can take Chile or something.

Static artillery is towed. It can't move itself; mobile, I assume, self-propelled guns and the like.
