Responsibility is a term defined by those in power, You have a planet destroying moon ship ergo you define responsibility.

I'd fly off to deep space and live in it, while slowly modifying it to be even cooler and more powerful. I consume uninhabited systems to build it up, then place a super quantum AI in charge of it and tell it to build more of itself and scatter them across the galaxy.

Boom, ARK stations.
