I think that nations would have to create a big "Extraterrestrial Combat " project [X-Com] and study to create ships. Not a damn dreadnought,but at least basic one-stage surface to space fighters, a defense matrix of armed satelites [Nothing Nuclear,lasers maybe?] around Earth or even surface-to-space ICBMs . This could be good against aliens and even space threats [Comets,etcetera]
