Not suitable for Mexicans, buy regular chocolate instead tastes the same.

I have been confused as to why English-speaking people use the word pepper for chili.

"Pepper" is the term used to describe the plant bits that add flavour/spice to food, OR the powdered stuff doing mostly the same.
Chili is either the stew, or erroneously used as "chili pepper". Technically the thing pictured is a hot pepper.

this is paprika, and the spicy things related to paprika are generally called chili.

As a native English speaker;
Peppers are the plant things.
Paprika is a seasoning made from peppers.
And pepperoni is a type of spiced meat (a dakn tasty one too).
Plus, "every other language" is irrelevant when the object of the argument is English. Had the image been in German, then English would be irrelevant.
