Essentially our (the Austrian) minister of defense wants to make a rulebook for officers that keeps them from swearing at the soldiers.

...what?

Cussing is an integral part of military culture. It's the go-to language. Why would s/he do that?

Because he's smart. (That was a pun. His name is Klug, which is litterally the German word for smart.)

Does he suffer the "officers are too harsh" view?

As a former Cadet, I assure you, officers aren't the issue. NCOs are the master of the curse.

Well, the rulebook is supposed to be issued to officers and NCOs both, so that won't make a difference.
Also he decided to do so because the privates and corporals complained about them being offensive.
Since they have free wlan too, I'm gonna seriously consider going to the military. (the Austrian system for compulsory service makes you decide whether you become a soldier or do social work instead)

Well most compulsory service systems do it so the pacifists got no excuses now.

I can see the reasoning behind compulsory service, even if I don't agree with it.

But on topic, methinks your foot soldiers complain a bit much. A cursing sergeant isn't bad compared to the rain, mud, wind, and crappy rations most soldiers get while out in the field.

Hence the old jokes-
Infantry: this sucks.
Rangers: I like the way this sucks.
Spec. Forces: I wish this would suck more.

well, we have no soldiers 'out in the field'.
The average Austrian soldier on abroad missions pretty much is in the same situation as Kobalkia atm.
The only time they get 'out in the field' is maneuvers which are not really anything serious.
I'm just pointing out that this way Austria won't be able to stand it's ground if it gets attacked before help arrives. (we kinda got a guarantee of independence from Russia, France, Britain and the US)

Sounds like America needs to come over there and whoop your pussie military into shape :3 and by that I mean hire some other guys to do it for us.

Problem is that the same treaty where you guarantee for our independence also says that you're supposed to stay out, so 'coming over' is not an option.

Uhm... We don't have any oil. Fracking is illegal here for environment protection reasons and aside from that we have, like, 10 low-output oil drils. The rest is imported.
