As the moon is noone's property and is impossible to claim as property, there is no one you could buy it from.
The option of "SCREW THE RULEZ! I am on the moon and threatening the earth with mass drivers and nukes and you don't have a single weapon capable of hitting me." is actually more realistic than buying.
Fun fact: in order to hit the earth from a retrograde position on the moon, you have to fire a projectile at ~1023 m/s straight up. (varies depending on your position in orbit and what spot on the earth you're targeting)
Alternatively, you can use a missile with the according Dalta-v. This can easily be achieved with any missile available ever. Problem is making it fly straight tho, as fins don't work in space.

Only issue is tank sheels are unguided and may not survive reentry. Impactors are kinda designed for that.

Part of my eveel plan is to construct a power monopoly on earth with my super cheap nuclear helium 3 power therefor putting all politics into a neck hold under the threat of losing electricity to there entire nation. Of course this will require years of carful planing through purchasing power companies and power production facilities and razing them to the ground to prevent there government from capturing them.

1.) Lack of heavy-metals on the moon. The moon is 60% oxygen, and iron only composes 2-5% of the crust. In comparison, Earth is 32% iron. You'd be hard pressed to make anything on the moon, except asteroids maybe.
Additional solutions:
1.) ICBM's maneuver themselves in space using RCS systems and gyroscopes. Surely you couldn't do that as well?
2.) Stationary artillery cannons on the retrograde moon area. Since the moon is tidally locked, these shells can fire straight up all day long and earth will definitely be hit.
