I know I haven't been to the forum in almost a year, but I'm back now. 2 vessels coming soon in the 4th gen spacecraft category.

Alert: all 1st generation ships are being retired effective immediately from the Phalanx Industries naval division. Second generation ships are slowly being phased out of service. Project Duplicate has been suspended due to structural issues. All decommissioned vessels are now available on the civilian market, with a portion diverted to law enforcement.

No, but after equipment becomes obsolete, the logical solution is to give non-milspec equipment to civilians and domestic security forces. (Martiallawftw!!111)
