No mods required. Well, the blocks work in vanilla, but you'll need some fancy editing and some ingenuity to get them.

Well I only know of one thing that behaves like that - rails and carts but that doesn't quite look like it, really now you got me intrigued ...

It might have to do with those resource packs from 1.6+, I don´t know what they can change, but maybe they can change models?
In that case the Minecart theory would be plausible.

No, I built this in 1.5.2 The mod I needed to access them with didn't work with 1.6.

You need a mod or external editor to place them, but you can view and break them in vanilla.
