EDIT: Actually, I'll split this into content discussion.
What if, instead of a super cheap/powerful shield generator, we start the game with a portable shield generator that only covers a smallish area, say a circle with a radius of 20 blocks. The area is large enough for you to get started on building your base or a small corvette-sized ship, but isn't large enough to cover a frigate or larger vessel. Also, it has a 15 in-game day battery life (each minecraft day/night cycle lasts 20 minutes, so 15 days would be 5 hours). After that battery runs out, then you have to power it with whatever energy source you've found which might not be enough to power it at full shielding capacity again. This would allow those who want to establish a base first to go ahead and do so, and enable those that want to build a ship first and go on an early star ways voyage to go ahead and not worry about some of the more complicated machinery of bigger ships (shields and energy weapons).

but after this you need more defensive measures
