They would be player-built and operated. NPC "education" and spawning would be a large portion of the importance of cities.

npcs are ment to be dsiposable

Why? Sure, you'll have lots of infantry grunts whose only purpose is to run at the enemy and die, but an experienced gunner or fighter pilot would be a valuable resource.

yes you mention fighters

and what was sayd earlier
that fighters number one job was to be a sort of armor buff for real ships
armor buff means getting their asses kicked by ships that can really do damage

and gunners
so we build houses
we give them a constant stream of food
clothing
an education that would take a few minecraft days
dont forget ammo
probably some air
throw some escape pods in there as well
weapons

and then we put them behind a miniscul turret
thats in real controlled by a computer
the npc would probably do it even worse because of his ai
and the running for danger

but what the hell lets do it

so nominate it
i will take it in the list

[and also jedi just stop attacking me]
everyone that sees that jedi is focussing on me say here

LJS isn't attacking you, he's just stating opinion and assisting you through criticism. I share his opinion on the matter almost entirely, NPCs should be valuable resources that take time, energy, money, and space to spawn and work.

I want to know who, besides joykler, really doesn't want this.

What I think would be good, is all you need for an NPC is food and shelter. Then you can ship the NPC off somewhere, freeing up food and a house for an NPC which can make a new NPC and repeat. You could train the NPC to let them do things other NPCs who didn't receive that education can't. Cities would just be large areas that have education centres, food sources, and shelter with maybe some production for other things like a shipyard or mines or some other thing that's useful. NPCs also shouldn't consume too much food, like 5 hunger points per day or something. So you'd only be "wasting" building materials for houses and a bit of food on NPCs.

No, you misunderstand. Cities would be as much for players as NPCs, actually more so. They would be shipping hubs, social centers, manufacturing facilities, (I've made this list before) etc. You wouldn't go to your capital planet for fuel and land in the middle of a desert waste expecting assistance, you would go to a city and buy some from a supplier. As for the number of NPCs, there would be tens, not hundreds as an amount that large would make servers cry.

It's worth mentioning that NPCs can probably be relatively self-sufficient. No-one needs to object to having large numbers of NPCs because they don't want to have to care for them all and stuff. If an NPC is hungry you won't have to drop by his house to give him a steak; he'll go to a cafeteria and get his own damn steak. You'll still have to provide the cafeteria with food, of course, but even that can probably be done by automated trucks and stuff. I don't know if that's actually why people are objecting to NPCs, but if it is, get a new reason. c:

Step 1: Build house/apartment complex, NCPs will begin spawning

Step 2: Build food markets and restaurants and such

Step 3: Employ NCPs to build other buildings from templates, including factories, academies, and the like.

Step 4: More NCPs for military training and further development.

Sound good?
