Nope. Per pixel on the screen. We could do it per-vertex, but this way we can do the lighting all at once and only shade the stuff we an actually see on the screen. There are pros and cons to the different methods and it all gets terribly involved. I'm going to start using the proper terminology now, since it is starting to get confusing. When I say pixel, I mean a pixel on your monitor, or whatever buffer the gpu is outputting to. When I say texel, that is a color value stored in a texture. They're not qute the same thing, because a texel can be represented by all sorts of data and mean all sorts of different things, and most of the time, a texel is either larger or smaller than a pixel.
