I hereby commission the IKU Save File (International Kerbin Union)!
So, before we start, we need to know what mods we're gonna use.
I put forth the following for your consideration, future players:
SXT
RPM
MechJeb
Burn Together
BD Armory
Any additions or changes are welcome, although I would very much prefer to use the Hexalani Coalition navy and luftwaffe as it is, making Hyperedit a preference as well.
Map-wise, we can use this'un.
Rules and regulations from the Old Republic previous pass-the-save-file should still work, and for reference I will copy them here.

TERRITORY
Spoiler:
1. For Laythe, upon planting a flag or successfully landing a new base, a nation shall mark out their new land and/or sea claim on a map of Laythe's surface.
2. For permanent ocean bases on Kerbin or Eve, a nation shall have claimed the area within a radius of 75km of the landing site.
3. For all other bodies (excepting Kerbin), upon planting a flag, a nation shall have claimed the area within a radius of 25km.
4. For all bodies, upon the successful landing of a permanent base with 4 or more personnel, a nation shall have claimed the area within a radius of 75km plus 12.5km per additional crew member.
5. For Kerbin, upon the successful landing of a permanent base with 8 or more personnel, a nation shall mark out their new claim on the regular Kerbin map.
COMBAT
Spoiler:
1) Ships in the engagement are divided into power classes (fighters, corvettes, frigates, destroyer, capitals, super-caps), each played in order from smallest to largest. 2) The defender plays first, followed by aggressor, unless the aggressor is a weapon (EG, a lone missile). In the event of more than 2 players, the order is fleet sizes, smallest to largest.
3) The entire payload of the ship may be put into a target, but for the turn only that target, other targets may only be taken in another turn.
4) A turn is 1 ship that may perform the following: 2 burns and 1 firing against a single target. At the end of the turn, the save is sent to the next person.
5) After all ships' turns have been taken, the order restarts.
For flags, it's really not that hard. Just make a flag, host it, then save each others to a folder in Gamedata or whatever. If you aren't clear on a flag's requirements, I suggest a 256x160 png.
The Hexalani Coalition uses the default striped orange flag.

I have two requests; Lask Luster Labs and spaceplane plus

LLL adds super-cool boxy parts that are PERFECT for the NeoRome design style for ships. Not the EXTRA part, only the regular one. (extra has unbalanced parts)

Spaceplane parts expands on the very underperforming MK2 airplane parts and has wings, and it's just... cool.

Do we add our already-established territory to the map or do we have to claim it?

ALSO: we could use NEAR (it's a FAR alternative). It adds better aerodynamics (like wing shape) but doesn't add stuff like mach numbers and such.
