However blackout would require a looong loooong work on the power provider company's servers (a bit more than a button press) and would be only useful once before you need to spend the same ages again cracking the system.

Except if you install multiple backdoors. Or know the password (Which is 1q2w3e, but you haven't heard that from me). Or have gnome-minions sabotaging the generators on your command.

actually, getting access to power companies is fairly easy.
Their remote equipment is often remote-controlled through the internet with a generic software that is usually only protected by a simple password. And appearently sometimes even the default one.

Well the public site of the pentagon is also probably poorly defended, point is that that site and the internal network containing useful info are physically separated, in fact those military computers have no physical access to the internet or even a simple USB port. Getting access to their data collection network doesn't mean you get access to the power plant network which is BTW unlikely to be linked to anything outside simply because it doesn't need anything from outside. That doesn't mean you can't access those but it does mean accessing them is quite hard and requires a careful planning as to how you access the target network. It also means that timing the effects of that virus with the press of your button is just as hard as infiltrating that system each and every time all over again.

You gain access to the city's network by installing backdoors in the ctOS control stations, which are rather heavily secured. Until then you can't hack much in the respective parts of the city.

As I said easier said than done, it is much harder when a network has no physical connection to this world, its like hacking your microwave, it has no physical access points for a hacker whatsoever because apparently a microwave doesn't need internet connection or USB ports, so you can sleep well knowing that your microwave is practically unshakable.
