Depends on what you want it for.
Xi'an ia a scout, cutlass is a heavy patrol craft.
Edit: go for the cutlass, definetely.
The Xi'an may be fast and maneuverable, but if you want to do anything other than scouting, it's pretty useless and also costs 50$ more.

I made calculations a while back, the average backer invests 90$ into SC.
And the two ships in question are priced 100$ (Cutlass) and 150$ (Xi'an scout), but prices go up to 225$ for a single ship or 275$ for a single-ship package (both RSI Constellation) as well as the option of spending up to 10k$ on a multi-ship package consisting of 5 ships and LOTSA other stuff. Tho if I had that kind of money, I'd propably buy myself the "War pack" for half the money and get an actual corvette.
(yes, all the ships you can directly or indirectly buy atm are size corvette or lower.)
