School computers in Ohio and back in Texas are equipped with it and the background doesn't entirely fill up the screen.

On other browsers, except Safari according to Mack, the height&width 100% attribute in the CSS works just fine.

Can´t say I´ve had that problem, but again, that could be repercussions of some plugin I have/don't have installed or some interaction with the window frame from XP (which I assume a school does use if the schools in the US are anything like the schools in Austria), but on my current IE10 (and I think my former IE9 as well) the background extends right to the edge of my screen.

Yes. In all directions.
up, down, left and right.
Again, I am only 90% sure about the times when I used IE9, but it definetly wasn´t at a scale that would look weird or even be noticed if you aren´t specifically searching for it.

Maybe it´s a problem OS-side?
would be an explanation.
I know XP put the frame to the sides of the browser as well on "fullscreen"-mode, so maybe that interferes with newer browsers designed for WIN7?

OK, I´m at my Grandparent´s place and can confirm the following:
IE8 puts borders around the webpage which might be confused with "unsufficient background".

That isn't a bug. It's a fly. 'Bug' is not a synonym for 'insect'; only members of the order Hemiptera are actually bugs. The word is generally used incorrectly.

What's with the slow responses some of the time? Tiel, do you have any traffic profiling tools on this server? I'm wondering how much bandwidth it is actually using.

What's up with the i's? All i's are showing up as lowercase, and this annoys me. I don't know if this is a prank or a bug, but it vexes me.
