NeoRome detects the approaching ships, and for fear of discovery, discharges massive amounts of energy to create a dangerous Ionic Storm in the nebula. With all power directed to shielding, construction on the Phase Laser is temporarily halted. A few ships are lost.

REALISTICALLY, ships and installations would be encased within magnetic fields strong enough to shape plasma torpedoes at long range. They would be pretty well protected from most ion storms.
