Similar to how it has been done for RPs, I had this thought; if your empire were a person, what would they be like? Motivations? Morals? Skillz?

Novan Commonwealth

A sociopath. Mimics near-flawlessly the front of helpfulness and diplomacy, but just about every action serves to advance, protect, or gain something for herself (Commonwealth citizens/gov't).

Motivated by a desire to advance... everything, the Commonwealth is very careful not to let the masquerade slip. Has most of the skills to back this up.

In short: a moral sociopath with a habit of stealing your secrets with one hand while greeting you with the other.

A psychopath. Will do everything possible to convince you that she is not in fact a threat and that it's just her overbearing father that you should hate, what with his weaponized food and more inscrutiny and large sums of money. However, while she actually is telling the truth, what she doesn't tell you that is that after you let her in, get to know her, and generally bask in the excellent military and production, the moment you are no longer useful, she kills you off, steals your house, steals your stuff, and massacres, enslaves, or does other horrendous things to your populace.

Motivated by the twisted idea of bringing peace to the galaxy by brining everyone under one banner, her banner. To this end, she will do all she can. From giving legitimate gifts to getting her dad to back your projects, she will try her hardest to engage in a merging alliance with you and as many others as possible, so she may exploit and assimilate you.

A wolf in sheep's clothes in wolf's clothes, she acknowledges the wolf costume and hopes you'll see past it and find the helpful and lovable sheep inside, only to drop the facade the second you are no longer useful.

An aggressive owl

Old owl. Like, 800-year-old-sensei-with-Kung-fu-strength. Despite his immense age and strength, he often spends time chasing whippersnappers off his lawn and stealing their baseballs when they break his windows. He's not one for subterfuge, not much. What you see is usually what you get. He has the habit of building things in his basement; horrible, horrible things.

Strigiforme often goes through periods of extreme aggression, conquering nearby places, followed by periods of relative calm, involving tapioca pudding and reruns of the "classics" from his youth.

Hard to make friends with, and generally grumpy.

A scientist with a superiority complex.

Advances the cause of science purely for the sake of science, never stopping to think if he should. He is utterly surrounded by technology. Often times will replace older systems with new technology just because we can. All systems must be modular and open or they are worthless. Considers himself superior to other empires and advances technology to prove that it really is superior. Sometimes isolationist, sometimes aggressive and gets in other people's business. Very good at starting conflict of all kinds. Also prides itself on a clean appearance: If you catch him looking not so great, either something very terrible has happened or it's an impostor. And he is extremely jealous: he guards everything he creates and owns with reckless abandon and complicated (often redundant) security systems, passwords, everything. Which is why he seems to be such close friends with the Novans. Very few items are shared, and only when they are utterly useless or outdated or both.

A slightly sadistic and rather immoral businessman with a great interest in science and technology. Wishes for fame and recognition, and ultimately to be the only businessman in the galaxy.
Not particularily strong, but usually overlooked and takes care not to make hostile relations. Said relations would be much more common if word got out of the projects he has going in his basement.
Zuguthian Empire:

A naive diplomat, son of the Technotronic Empire in an alternate universe where his fater was one of the most powerful in the galaxy. But when his father accidentally killed himself, Zuguth was left in the gutter.
He eventually got back on his feet, and worked his way back to glory. Very smart, took over his father's projects, recovered lost ones, and kept some of the old Technotronic sadistic view of science, but this was kept deep beneath, most of the time. When the sadism and immorality first showed, it made the once good friend Novus turn his back, and after receiving a whole own galaxy from a robot, Zuguth eventually made an alliance with Hexalan, who then killed him, but not before taking down any pride Zuguth had ever had.

Believes hes an utopia, though there are prob better places to live in, but hey so long UTA's life seems better than his neighbour NeoRome (Who is allegadly a psy ... well we don't talk about him here ...) its fine by its standards. Due to an insecurity complex prob caused from being bullied in it's early years the UTA goes to the gym 5 times a day to grow some impressive muscules and look intimidating , which mostly works you know even the owl is not hurrying to pick on UTA ever since it began to practice.

The UTA is not too literate or intelligent but very industrious, when needed it can work day and night to reinforce either its utopian image or its muscules, basically kind of a tryhard nobody wants to invite to any sort of friendly competition.

BTW did you know the UTA suffers from split personallity ? Sometimes during the night it tends to turn into SoF, its like batman just evil and prefers to punch you in the balls and run away.

A young man, very ambitious and set on ruling the world. Probably a psychopath. After taking Equestria from Exion, he became fond of the local populace and when the Strigiforme began running their very specific anti-Equestrian agenda, he gathered some friends to protect them.
Equestrian Intelligence Network:

The EIN effectively is that dark sillouhette guy in charge of some secret multinational organization with a very specific aganda.
I his case, the agenda is twofold: priority one is protect Equestrians, priority two is fight the Strigiforme. He is very keen on getting those two points done and comes up with a number of crazy schemes to make that dream reality.
Moboquestrian Republic:

To the public, the MQR presents itself as a warm, friendly guy who would probably really like to befriend you. It is also publically known that he constantly keeps a gun on him because Strigiforme keeps trying to kill him. In secret however, he follows orders by the EIN, who he considers to be the one true solution to the owl problem.
Mobian Intelligence Network:

Effectively the EIN, but greatly depowered. He suffers a trauma from being beaten up by Strigiforme and has dropped all hope on killing him. Instead he focuses on saving what he can of the Equestrians, pulling equally crazy schemes as the EIN to accomplish this goal.
Mobian Republic:

Basically an old man who has seen enough pain to not be willing to carry on anymore. Before anything, he wants to retire in peace with his legacy secured and copes with the MIN's crazy schemes to achieve that. Eventually commits suicide and names Hexalan his heir to everyone's surprise.

Jahgrin is not one person. Jahgrin is NeoRome's AI, which he designed and created himself. It is very adept at practically everything, even in the physical world, and offsets NR's superiority complex by making friends. Is often sent on dangerous missions with no apparent purpose, like breaching government security and fleeing without a trace, or breaching into experiment logs at lowly laboratories. These small operations hide the bigger ones, which you don't know about because Jahgrin is never caught. His only physical form is a life-like hologram that projects itself wherever it wants; interestingly, it can interact with physical objects despite being made of light. You can always trust him and his actions, as he does what he says, but don't mess with him. Who knew that solid light hurt so much?

I always wondered why he always did the kind of things most would call insane for someone of his position, such as leading a raid to capture hyperlethal vectors and personally presiding over fleets in battle.

The entirety of NR Command is kind of like this. I'll describe some more.

Laina Lancaster

Laina Lancaster, as her full name is, is the very definition of an obscure figure. Everyone recalls her but never truly remembers her. She gives a sense of deja vu to those she walks by, confuses bystanders. And yet she is still another computer hologram, though a much different one. Occasionally seen doing any task really- presiding over gatherings, overseeing a game of Battleship. She is, of course, overshadowed by Jahgrin, but she doesn't mind. Or if she does, she never vocalizes it. Or at all, really. She doesn't talk.

Nobody knows what she does when nobody sees her for months, so they forget. But she returns eventually, and she gives a sense of deja vu to those she walks by, confuses bystanders. It's quite interesting.
Randall Fragg

Randall is the more... arrogant of the AI's. He's taken the superiority complex to the next level, and strays into areas of science even NeoRome wouldn't dare venture into. Like witchcraft; he's been caught several times moving things non-physically. This always angers NeoRome, but it isn't known why. He dreams of one day growing more powerful than NR and overshadowing him, maybe even becoming real, but as long as NR has the kill switch, he can do nothing. Usually found supervising a massive ant colony in NR's backyard.
Gordon Alieon
Spoiler:
Gordon, another hologram, has a fascination with NR's love for science and twists it into a more... useful ambition. One of his favorites is pestering NR until he pokes the strange spheres in the woods, or the giant metal ring around that tree that nobody can remove. Sometimes he's made NR jump down a deep black hole... in the name of science of course. From the data collected he actually makes useful things: a basket that can move the spheres around, a saw that can cut anything (other than the ring) much better, a light to lighten the deep hole. He also performs... janitorial work. He can be sometimes seen taking silvery boxes deep into the woods, or into a lake, or other odd places and returning with nothing. Other people have reported that he drops these packages off into hidden doors, but they have never been found.
