Because Novus is on the galactic rim, has no exceptionally special materials, is off the beaten track, and is really pretty insignificant. Less'n you want genetic tailoring or engineering miracles done, anyway.

- Yes. But it's very unreasonable for such a minor nation to have the galaxy's 4 largest vessels.
- It's only 2195, FTL drives from the time of Novus' departure from Terra to the reaches of the rim would have you still in transit.

Hrm... Well I might need to figure how to asspull everything back together.

That and I wasn't actually in the universe when it got reset... but I suspect fenway would dismantle my kneecaps if I were to pull that one and spontaneously shit ARK-1 into the universe via self inflicted plot hole.
