The two delegations were escorted, upon arrival, to the Cathedral Astronomicus. There they were greeted in by a group of nearby Scholars, and introduced to the True Scholars in the heart of the Astronomicus.
"It is our utmost pleasure to welcome you to our inner sanctum," one of the figures said. They all wore a large, bright orange robe with a hood that shrouded their faces in darkness, however their eyes, despite their visibility due to glowing an almost yellow color, did not illuminate a single area aside from itself.
"We have summoned you here for the proposition of a three-way pact," another said.

The port of Cyythii lay at the mouth of the river Vyytii, which wound up through the Cyytai highlands to the city of Cuuyth. As it ran through the populous capital, the port was a major hub for merchants, with large river barges awaiting sea merchants with holds laden with goods like sugar, tobac, and tea. The port also held the headquarters for the Strigiforme Navy; the dominant force in Ossetia, and also a major contender in most global seas. The dry docks of the port were constantly busy, whether repairing a massive ship-of-the-line or, as they were now, constructing additional blue-water ships for colonial passage to Kalar.
The Strigiforme colonization of Kalar had begun some 20 years ago, with the seizure of the Kyril islands in the Neucal, to the east of Antioch. This action allowed the Strigiforme to easily keep the Antioch navy in check, in case of any war. The Strigiforme since then have slowly sent emissaries to local nations, establishing trade posts and gaining control of the ruling groups. Now, they prepare to send a force to truly bring Kalar under their rule.
Random event/fact-All of your civilians love sugar. Sugar is a valued commodity. It's almost worth it's weight in gold in some places.
I'll do those occasionally. They won't affect anything, but they provide more background and stuff to base on. If you don't act on them, the world won't end, but they are decent advice.

It's not a standing army. They are expected to be able to provide for themselves, if they fail to, they tend to die. They keep in fighting shape by means of regularly training, if they don't, they tend to get killed. Congrats, you have a paramilitary force which will never fight because doing so means they are forced off of their land. Additionally, they never practice because they are too busy farming. Your military organization system is also confused and frequently disorganized.
