So what do all your sections do? The only sections I know are CNI (S-0 Internal Affairs, S-1 Foreign Operations, S-2 Prowler Fleet, S-3 Rsearch & Development, S-4 Counterintelligence).

Section 0: Internal Affairs, men in black suits that come to your door if you've been a bad little government employee.
Section 1A: Military Command, everything from Captains to the Board of Admirals.
Section 1B: Foreign Ops, CIA-lite.
Section 2A: Intelligence Gathering, full-on ONI.
Section 2B: Military R&D, everything from the latest mark of power armor to a new form of tactical doctrine.
Section 3A: Special Warfare, the fellas who 3B designs for.
Section 3B: Classified R&D, they're the ones who pump out the things that 2B nerfs for mainline/consumer use.
"A" and "B" are informal designators. "A" and "B" forms are specified to distinguish that there are multiple specific division/cell/group/etc in a section.

In order to get in a position to gain any remotely useful covert intel, you'd need to fall under Section 0's scrutiny.

They are almost rabid when it comes to even getting clearance to ask about like S3. And I mean srsly, S3 and S0 are so delicate that there aren't even fake non-digital records for them.
Any other intel you could possibly gather about Hexalan outside of the two sooper seecret Sections is already pretty public.
S2 handles the proper counter-intelligence. For being the one person who knows everything there is to know about Hexalan, it sure doesn't help that my in-situ memory and decision-making skills are absolute garbage.
