There are more or less two main reasons for the... redundancy of ranks. One is for our special operatives, the other is preservation of combat effectiveness. You see, due to Hexalan's weak naval strength, interplanetary transit tends to deteriorate quickly during an invasion, which means units tend to be cut off from support for most of the invasion's duration. Despite the prowess of the common soldier, as local command personnel fall, so does the units' combat effectiveness.
Traditionally, the Corps has been composed of the Legion's higher ups. They have felt that that is a good idea due to the meritocratic nature of the ranking system. Which means that, logically, the higher someone's rank in the Hexalani military, the better the leader and soldier they are. This is reinforced by the greatly reduced unit sizes in the Corps. The Corps is basically The Best We've Got, despite this, a deployment of Corps units is highly unlikely during a war as being able to effectively lead the bulk of the armed forces is in greater demand than them.
Also, about the leadership's interaction with their men: Hexalani leaders tend to lead their men personally, albeit, in a relatively safe location. For the navy, that means that the CIC tends to be the least vulnerable part of the ship, especially on fleet flagships.
While the above may sound dumb, at least in places, I will admit that I wrote the above on the spot. Sue me.

Generally speaking good leaders aren't necessarily good soldiers haha. That's why I anticipated the Corps to be a ton of specialists that happen to be officers instead of a bunch of officers presumed to be specialists.
If promotion is solely based on merit without any Academy system (ergo making the commissioned ranks an extension of enlisted) then it does make sense, though. Given Hexalani attrition I guess it would make sense for the cream to be able to quickly rise to the top where they're suited.

Given Hexalan's nature as a military (sort of pretending to be a nqtion) a mertiocrqtic rank structure makes even more sense; generally, the best rise to the top - while this is certainly good in a normal military, it's not absolutely essential (and in normal militaries, the distribution of skill and experience is less top-heavy).
When you have manage both a nation and an army/navy, then things get complex. Thus, ensuring the best of the best are in charge can only be a good thing. For examples of idiots leading a nation, I direct you to the vast majority of modern countries on Terra Prime.

I seldomly make myself a major ciritc for your stuff, but here is a list of stuff that would lead people to confuse general ranks with the minor admoral ranks:
1) low-quality or badly configured monitors
2) bad lighting
3) non-20/20 vision
4) seeing the dark grey general ranks on their own and confusing the colour to grey
5) slightly dusty or dirty uniforms
6) non-ideal weather
7) psychological stress of e.g. battle
Notice how even Hexalani Corps soldiers would be prone to most of those.

Officers tend to wear more differentiating clothing such as pauldrons, badges, hats, etc. The HUD of their armor also identifies other Hexalani forces.
