Why not integrate armour into badass clothing?
CNI uniform, for instance. A duster (armoured longcoat, takes anything up to 7.62), a light vest (bounces lasers and takes most energy weapons), and segmented polymer plates (to resist melee blows). And the thing is a black longcoat over a uniform, so badass looks are guarunteed.
(Fun fact: CNI actually included that in their design spec.)

Not to say we don't have that kind of armor, you've (probably) read the little bit on the LMCDS, which is a good example of a widespread type.
But it's much easier to keep using the trillions of armor suits we have instead of replacing every, single, one. Same reason with why we don't give everyone an ICDEWS (read: laser gun).
