The true beginnings of the Taln state as it exists at present can be drawn in the founding of the Cyrien Empire centuries ago. A fugitive race, the Tiens, established a coalition between themselves and three other avian races - the Conhas, Hajji, and Sparak - for the purposes of mutual benefit. Though this alliance was anything but wholly secure, and would find itself subject to many a revolt in its infancy, it would nonetheless face trial by fire in the Argor War and the following Spaln Conflict. Success in the latter brought upon a shaky peace, but it was only momentary with the eruption of the Guardian Wars not a decade later. It is this millennial war that brought upon the virtual dissolution of the Cyrien Empire...but birthed the Taln.

Fleeing from a shattered civilization in the midst of a civil war, a group of doctors, explorers, soldiers, and analysts, industrious Tiens all, made their way across lightyears of darkspace to a new galaxy to call their own. The fruit of their efforts, their labors, have grown from their tree of ideals and formed the Taln Protectorate as we know it today. A region of space defined by the southeastern edges of the Oortung Nebula and the midsection of the Arlas Belt, Taln domain encompasses many worlds, subdivided into a plethora of Sectors. These are overseen by a strong yet deceptively lenient government known as the Directorate, hosted by the Protectorate's core Sovereignty systems. The state itself is rather socialistic in providing many civil services to the populace in exchange for discrete taxes, but is run by and large by individuals elected via direct democratic ballots. An example of this can be seen in the offices of subordinate governors and their respective cabinets used to keep individual sectors in line.

This concept is extended further on the martial side of things, with nepotism and/or aristocracy being all but nonexistent in the military. Ranking officers are uplifted from the lower echelons of the Officer Corps and put through Advanced Leadership Candidacy School based on skill and merit alone. On that note, it's not unheard of for even enlistees who've never attended the Academy to climb the ranks within a handful of tours of duty.

Three distinct chains of commands exist for each branch of the military

Centurion Home Guard

This branch of the armed forces stands as a near impenetrable bulwark to any opposing force that might seek to harm any Taln citizen. The CHG is comprised of elite guardsmen units that ceaselessly patrol Protectorate space in search of invaders and violations of established law, utilizing the very latest in military technology to swiftly bring any and all threats to heel. Due to the intensive training, however, Centurions are not in particularly excessive supply. Consequently, while Guardsmen often fulfill the role of Judge, Jury, and Executioner, they more often than not are forced to rely on the support of local judicial forces and planetary government cooperation to fulfill their duties.

Taln Naval Command

A highly centralized institution that directs fleet movements, appoints commanders, and even has some limited Directorate authority in dictating manufacturing priorities. The navy has been and perhaps always will be the pride of the Protectorate by virtue of its immense flexibility in maneuvers both at home and in foreign territory. It possesses the most experienced and dedicated Officer Corps of any other branch, a trait that lives up to the massive governmental expenditure on the organization's spacefaring hulls every fiscal quarter. Tien military philosophy insists on a combined arms approach in which advanced warships such as Excelsior class cruisers are screened by smaller frigates and aided by corvette reconnaissance units. Cumulatively these squadrons take up a huge chunk of the federal budget, but the Taln can take pride in the fact that the end result can contend with the best the galaxy has to offer.

Protectorate Planetary Corps
The PPC represent every naval commander's deepest fear - ground combat. Though through the course of previous conflicts, units of the previous Planetary Corps suffered tremendous rates of attrition, Taln commanders re-evaluated the gear loadout of the common trooper and made changes where necessary. The end result is the most heavily armored and well armed infantrymen on the battlefield, equally capable of surface warfare and exo-atmospheric operations. While this makes the average soldier all that more costly, the dramatic increase in both survival rates and effectiveness is well worth the extra expenditure for each individual trooper. The Planetary Corps are currently comprised of well over a dozen full regiments commanded by a single Executor.

Anatomy:
Tiens are a bird-like species of bipeds hailing from a galaxy far, far away. They are incapable of flight despite possessing wings (long, wispy, finger-like appendages known as aurii are present instead of solid flying muscles) and the fact that close to their entire body being enveloped by feathers. This downing is instead groomed in a fashion similar to human hair and serves as something as a status symbol; again not unlike the example of hair. In Tiens, though, a better comparison when regarding the concept of hair would be the crest, or arxin in their tongue - a set of feathers that lower or raise depending on mood. They begin growth at birth and to be without them is a penalty dealt only to the harshest of criminals in lieu of death.

Life Cycle: 180 Galactic Years

Diet: Omnivores leaning toward Herbivorous

Psychology: Tiens are highly militaristic by nature, though interestingly enough are more inclined toward socialistic growth than contemporary races. Instances of Tien-on-Tien warfare restrict themselves to the early pages of the species' history. Errant individuals that would kill their own kind are the exception rather than the rule, with most preferring to contribute to a higher cause than such selfish activities as crime. This has weakened their security systems somewhat when dealing with other civilizations, though it bears mention that most of their settlements are comprised of a majority of their own. It's been scientifically proven that even the hardiest of other races cannot help but feel a sense of unease at the average Tien's large, discerning eyes and typically rigid stature on initial exposure.

Culture: Since, consequently, every aspect of social life is dominated by the Tiens, they are very reserved and somewhat xenophobic, much to the frustration of the pockets of foreign life that call Protectorate space home. Nonetheless, they are a proud race with a strong sense of obligation to their fellows and government with heavy respect for their history. That much is amply evidenced by the continued use of the 'Gaen' language preserved throughout an untold number of generations despite it falling out of favor for official documents or even casual conversation.
