The last rebellion the Strigiforme had was because their leader was not extremist enough. I think their culture speaks for itself.

You guys know the economic power thing is hypothetical if there is a currency exchange and GDP and all that jazz added, right? In(as of now) canon, the only trade group the Strigiforme really dominate in is weapons manufacturing.

Naw, just in general. Any sentient being would have to be stupid to be content with the society you've set up, if not objectively then at least by the standards of the rest of a galaxy that prizes individual freedom and merit.

They survive due to extreme indoctrination and suppressing the intellect of anyone below a certain rank (he's specifically mentioned re-education a few times), and even then they've acquired just about everyone's animosity.

It's honestly not as bad as you seem to think. It's not like all the Strigiforme live in gulags or something. They have freedom of speech, to the degree where they can say just about anything they like, so long as they don't act on it, although some things are obviously better left unsaid(lest you disappear one day). The government provides a lot of essential services to the Strigiforme, who work in a lot of nationalized industries. The Strigiforme Empire is extremely safe(pleas note NeoRome). Also, they don't quite know about the rest of the galaxy; a lot of information is censored. The Strigiforme also live in a highly traditionalist society; they deeply revere their culture, which is ingrained in their government.

They would have to be barely sentient to not advance at all in a hundred thousand years. Does anyone even know how long a hundred thousand years is? It's a very long time.

It's enough for any race to go from "knocking stones together" to "ascended beings", several times over.

Consider that average Strigiforme lifespan is ~450 years. Therefore, 100,000 years is ~50 generations. If the average human lifetime for the majority of contemporary human history is ~60 years, then 100,000 years is roughly equivalent to 3000 years.
