Generic Fact for resonable location:
While crowded regions of the galaxy have more stars and planets in total, celestial desasters (gamma ray bursts, supernovae, etc.) are much more frequent there as well, making it quite unlikely for life to remain on a planet long enough to become sentient, so if the origin world of your species is within your territory, it propably should not exclusively be limited to the main arms.
